Additional guidelines given to 'Lady Assistant Commissioners' to address particular questions connected with girls' secondary education. Surrey. Large proportion of population from urban professional, business and clerical class which require secondary education. Present provision summarised by area, and existing schools found to be doing good work with significant input from county council which in practice 'do now act as the board of Secondary Education for the county,' and planned building further schools which would remedy much of existing deficiency in accommodation.. (pp. 13-14). Summarises recommendations for urban provision pp. 24-5, and discusses separately rural educational opportunities. Technical and evening classes well-provided by county council funding and under its control. Warwick. Variety of educational provision in area, and Birmingham especially well-provided for. Overlapping of provision only apparent in Birmingham (which was explored in detail, with special focus on relationship between King Edward schools, Mason college and technical colleges), Warwick and Coventry. Variety of private and proprietary schools detailed. Girls' education report highlights exceptionally good and adequate provision in Birmingham, which contrasts sharply with rest of county, both in quality and quantity. Recommended: endowed schools be established in Coventry, Stratford, Rugby and south, east and west of county; development of technical education for women; women governors be appointed to bodies of all schools dealing with girls; more funds for teaching of science, teachers' salaries, and university scholarships. West Riding. Variety of area means that 'almost every problem connected with the organisation of Secondary Education' to be found there. Report in two parts. First looked in detail at provision of secondary education in the county boroughs of Leeds, Sheffield, Bradford, Huddersfield, Almondsbury and Halifax, describing and assessing the grammar, technical and higher board schools, mechanics institutes and the Yorkshire University.. Concluded that development of bodies to coordinate secondary education in the future would have to allow considerable autonomy for the county boroughs from the county council. Secondly, looked at work of county council, including funding, and systematically surveyed the secondary schools in W.R. outside county boroughs which consisted almost entirely of local grammar schools, although several (e.g. Sedbergh, Giggleswick) had become national public schools. Also visited Ackworth Friends' School. Summary of overall findings pp. 255-268 pointed to 3 main defects in an area where secondary education was 'full of hope': inadequate teacher training; unsatisfactory science teaching, and lack of proper instruction in art. More generally, was need for education in the manufacturing districts to pay more attention to wider learning environment of children, as a step towards improving conditions of life in these areas. Report on girls' education included discussion of their careers on leaving school, extent and character of demand and provision (including contrast with boys' education provided at similar schools and comparison between endowed and private schools), and work of Yorkshire Ladies' Council of Education. U.S.A. and Canada. Study carried out for comparative purposes. Report included exploration of: certain principles which characteries American education, including understanding of education at all levels as part of the same system; the kinds of schools which American system indicated were necessary for a comprehensive scheme of schooling; education authorities; teacher training; and instruction in religion and citizenship.
