, K.C.S.I. 1877. English legal historian and judge. Legal member of council in India (1869-72), chiefly responsible for Indian Evidence Act (1872); professor of common law at Inns of Court (1875-79); judge of High Court of Justice (1879-91). Author of General View of the Criminal Law of England (1863), first attempt made since Blackstone to explain principles of English law, and History of the Criminal Law of England (1883); replied to J.S. Mill in Liberty, Equality, Fraternity (1873); his Indictable Offences Bill (late 1870s), though never enacted, greatly influenced reformations of criminal law in English-speaking nations.
